General President Mason declared an Intake Moratorium on January 2, 2010.  As of Friday, February 12, 2010, each of you should have received correspondence from the General President regarding our next steps.  During the January 2010 Board of Director’s Meeting in Phoenix, Arizona, much deliberation ensued with regard to the moratorium and the accompanying behaviors of certain members of our organization.

The board approved a “Targeted National Membership Intake Process for Spring 2010.”  Chapters meeting baseline criteria on a case-by-case basis per the General President’s letter on February 12, 2010 may request approval for conducting Membership Intake from the regional vice-presidents.  The purpose and intent of this correspondence is to provide instructions and criteria on how the Targeted National Membership Intake will be executed in the Western Region.

After reviewing the basic criteria outlined by the General President’s letter, we discovered the Western Region comprised 21 alumni and 5 college chapters eligible to petition for a Spring 2010 Intake.  Nearly half of the chapters in the Western Region were not eligible based on the aforementioned criteriaThat is to say, nearly half of the chapters by December 31, 2009, either had not paid their Grand Tax, Insurance, and/or had not updated their chapter elected officers as required to be considered a chapter in good standing with the organization.

Because many of our college chapters are comprised of less than seven members including three with zero members, “additional special criteria” were modified and added by the Vice President so as to allow for Spring Membership Intake at these affected chapters if the chapters met the additional criteria.  The additional criteria modified the count to 28 alumni and 17 college chapters. 

These modifications require all subsequent aspirants to pay in advance regional convention registration fees.  The fee for the Western Region Convention for an aspirant is $175.00.  This fee will be submitted by cashier check before the Vice President will authorize approval for any aspirant to participate in the Spring 2010 Membership Intake.  The Spring 2010 intake calendar (see addendum) can be found on the website at www.apa1906.net  and will be posted on the regional website.

I encourage all brothers and chapters to follow the guidelines as documented in the “Targeted Moratorium” and to review the “Western Region Conditions of participation” for Spring 2010.
